Anyone who’s offered a really high share of the profits without having to give up all that big of a capital contribution to become a member. That’s my guess at least. On test day I'm just going to default towards the President needing to spend the money. Unless the question is really specific about Congress not allocating the funds. Thanks, Tanicius. I'll definitely use this for First Amendment as I have a hard time remembering those rules. Unfortunately, or fortunately, the other subjects aren't tested in my state.

My hotel is nice too. Everything I could want and a nice couch. The only problem is that it's in Canada (about a 10 minute drive from the testing center in NY).
