Can an international-JD-but-American-LLM-in-tax graduate clerk for a tax court in the US?

I think it's like any other federal clerkship, where you'd need to be a US citizen if you want to get paid for doing the job. I don't think where your degree is from matters. But if I'm wrong I hope someone will correct me.
