Emailing Small Firms

In terms of mass mailing for a summer internship, if a small firm has a general email address, should I just send them a cover letter in the email and attach my resume or first send an email asking if they're open to summer interns and get an email address for the person to contact?

I sent a "do you hire / are you looking" email to named partners (if obvious), and to a partner that went to my school if no named partner jumped out at me. I had a pretty good response ratio - most folks were very nice.
