Aren't tolls generally intra-state? So not for leaving the state. Also, the purpose of tolls isn't to tax you for leaving the state, but to bear the costs of people traveling on the roads.

Yeah, tolls seem to be more of a usage tax, and I can't think of any place you can only access by toll roads.

You could drive all the way around the southern end of the Bay and get to Treasure Island from SF on 80E. Haha no one said it's a nice work around. But technically you could not have to pay tolls.
