The LII Supreme Court Bulletin is kind of like a secondary (tertiary?) journal of sorts in that it has an editorial board. Similarities pretty much end there from what I can tell. It publishes exclusively online, and many of its members join one of the three more traditional publications as well.
I don't think there's much there for a "why Cornell?" essay. Just talk about small class size, Cornell is proud of that.

I think mentioning LII in your app is definitely worthwhile in expressing your interest in Cornell, though it won't get you very far.
