Bluebook Question

For an academic citation, are statutes (state codes and state criminal procedures) in Small caps? Bluebook rule B1 under the typeface conventions suggests not but the example statutes in rule 12 are in small caps. Anyone know? Asking for a some RA edits I am doing.

Blue pages are not used for academic writing. I think the intro to the blue pages makes that clear.

White pages for academic citations. Blue pages for non-academic citations.
