3 year plan could really be abbreviated to 1 year + summer plan. Just get (really) good grades your 1L year to set you up for OCI and then don't screw up your 2L SA.
I can't speak to specifically to this but maybe an associate at a DC firm will chime in: 10 years is much longer than an associates typical stint in big law. Depending on what type of work you do (warning to litigators) your exit options from big law may be pretty limited especially if you don't want government. In other words your stint in DC could be (though not necessarily) much less than the 10 years to allude to in OP. Again a TLS poster from DC will probably be able to tell you more about non-govn't exit options in DC.

Yeah kinda weird you're so all-in on DC but don't want gov, pretty much the biggest selling for most people--that you can move back and forth between private practice and the public sector. I guess there are other reasons to want to live in the District but I can't imagine them.
Anyway, to expand on the exit ops there are plenty even excluding gov. Tons of boutiques in certain sectors just doing regulatory work (filing permits, negotiating consent decrees, etc.), think telecom, energy, transportation. Many industry groups (i.e. lobbyists) need lawyers to write comments on rulemakings, come up with a litigation strategy when challenging regulations, etc. And corporations here have government relations offices, which I guess look for different things than your average in-house department (but probably require gov experience?).

As for your 1L job, your cart is miles in front of your horse. But I wouldn't worry, there are a million non-fed gov't (local/state will still take foreigners) places that will take interns 1L in DC. Also, there's no such thing as a "more prestigious" 1L job, they're all pretty much the same (as long as they're legal).
