In SF/SV:

1300/month for rent (splitting a 2br)
450/month for prius
2500/month for loans (have 200k total)
700/month for bills/sundayticket/mobile/etc
1k/month for entertainment / food/ travel
3k/month savings

= 9k/month after taxes monthly paycheck

ETA: 3K on savings only 1K on ent/food/travel

$2k/mo for entertainment and food seems awfully high, and I live in Manhattan.

Pull 1k from food/ent/travel and dump it in your savings.

Why does no one ever budget for clothes? Unless you have a complete wardrobe, you are going to have to build up some outfits.
I would try for 3000 on loans and 2500 on saving. After you get a little best egg, I would dump more into loans unless you have some compelling reason not to.
