OSCAR - "Finalizing" Application Question

Can Professors still upload there letters of recommendation AFTER you "finalize" application? Or, should I wait until all the letters are uploaded to finalize?

Looks like the answer is that you can finalize without having the LORs in: UVA Clerkship Guide
