how should one dress to a student orientation?

Comfortably. Jeans and a polo are fine. Maybe khakis if you want to dress it up a little more. Nothing more formal unless they specify otherwise.

Seriously, whatever makes you comfortable without looking like a slacker
(jeans+t-shirt, chinos+polo, slacks+dress shirt are all acceptable; torn clothing, flipflops or beachwear are out, as would be a suit or tuxedo. Just avoid the extremes at both ends of the formality scale)

Admitted Students Weekend or new student orientation? Two very different things. An actual orientation may have a dress requirement (for taking ID photos, facebook photos, or social events).

Agreed. At ASW, I wore khaki shorts and a polo and I was probably dressed above average. A few people wore slacks and a button up (maybe, I can't actually remember any specific person who did), but most wore shorts and t shirts.

Our orientation was business casual, and because it was Texas in August, no one was expected to wear (and no one did wear) a coat. This dress code was in our information packet we got prior to orientation. I had a friend who wore jeans, and while most other people didn't really pay much attention to it, he felt uncomfortable and under-dressed the entire day.
