Not really. Someone said they'd take a T10 over a tier 2, and I basically posited that at the extremes - sticker at T10 vs full tuition w/stipend at a tier 2. But yeah, to be fair that pretty much won't ever actually be a toss up people would have to decide between, but again, from the OP we weren't talking about any tier10s. We were talking about mid area T1s, like Iowa.

Depends upon the particular schools & upon your friend's career goals & desired geographic location. Also, why not just name the two schools ?
