I think you're referring to excepted service agencies and not positions, such as the CIA, FBI, and the like. I say that because attorneys are excepted appointments.

No, some agencies hire lawyers under both competitive service and under excepted service, depending on the circumstances. https://www.opm.gov/policy-data-oversig ... d-service/. Anyway, I think we have gone off topic.

I say that because my agency hires attorneys as excepted appointments through USAjobs.
