There's clearly more to that question than I'm prepared for, but I'll just tell you that two of my friends from Pittsburgh have managed jobs back in Pittsburgh for the summer, I believe (or perhaps I only heard they were interviewing...not sure). As far as gov't work though, Penn State, specifically the Carlisle campus, will offer you the best opportunities. If you're split between working in Pittsburgh or doing state gov't, you've got a tough decision ahead of you!
