Literally thousands of submissions.

I'm not saying there weren't problems with citations. But it was more like what abl describes. There were plenty of things to make you tear your hair out, but just putting "Palsgraf 340" wasn't one of them.

(We also read some super amazing stuff by not-yet-established authors that we'd have been thrilled to publish. Sadly we lost most of them to higher-ranked journals. We were high enough ranked to be a useful expedite tool but not highly enough ranked to land all the super amazing stuff we wanted to publish.)

I think we get ~7000 per volume, but I'm not on the articles committee so I could be wrong (either high or low).

Literally just edited a footnote on final manuscript edit that was in full, and I quote, "at 242, paragraph 30." It was supporting a sentence that was like "In its advisory opinion on TOPIC, ABC said 'X.'" Journal eds didn't even have it listed for cite check so I got to find it, confirm the quote, and edit the FN.
