Most likely Berkeley (got a matching scholarship--not a full match, but still really significant). Since I'm going into Public Interest, I think Berkeley makes more sense for me. Chicago's also really tempting, but they haven't gotten back to me about my financial aid appeal.

Ayup. I've told Penn repeatedly when I needed to hear by, which they've completely ignored and replied with false promises. There are simply better options right now than to wait for a scholarship that may never come.
