Current district court clerk curious about biglaw & COA timelines

Hi all, a current district court clerk who just started here. I wonder if you could provide me some insights into the timelines for applying for a biglaw position and a COA clerkship:

1. Around what time should I aim to submit applications to big law firms? Do I just submit my materials to whoever is in charge of recruiting? (That is, assuming I failed to meet someone from a firm before I apply.)

2. Around what time should I speak to my judge about being a reference for another clerkship? This seemed to be all over the map from what I have heard: some judges are more than happy to write letters for clerks who just started out, while many others would consent to being a reference only after the minion demonstrates his or her capacity for a certain length of period.

Most firms have judicial clerk sections of their recruiting/employment pages on their websites. Most firms seem to accept applications from clerks at any time.
