2. How much does he care about FedSoc / ideology (does he hire non-fervents or even libs)?

Re 2, he does hire liberals. He cares more about credentials than ideology, but he also puts a lot of stock in his rec letters because he's so well-connected to faculty at the elite schools. You have to do well enough pretty early to get noticed by the right people to have a realistic chance with him.

Relatedly, is he willing to hire behind the traditional plan timeline too (for rising/current 3Ls/alums looking at later terms, that is), or is he one of those "I only hire 1Ls" types?

I think he almost exclusively hires 1Ls, but there is no harm in sending in an app next April.

Hires after 1L for immediate post-grad positions, hires a good proportion (probably a majority?) of his clerks from UVA from a very small pool of the top few individuals in the class.

I think "majority" is probably too strong. He regularly hires some top students at H/Y because his own former students are now professors there and are well-connected, and he puts weight in that. E.g., Goldsmith at HLS will recommend a small number each year he teaches1Ls, and almost invariably one of those students will get an offer.
