COA 2016 application question

I'm a current district court clerk clerking for two years, ending summer 2016. My plan was to work for a few months and get a recommendation from my judge, applying in December/January.

I'm looking at OSCAR now and a number of positions are opening up, but they seem to be mostly 2/7/9/DC and the most competitive judges outside those circuits (which, frankly, I don't really have a chance with). My question is: are those judges just more likely to make an OSCAR post and a greater number of judges are already moving (and I should get moving on apps) or is it really only the more competitive COA's moving this early?

As an alum, you should move now since nothing about your app is going to change. Judges are moving now for 2016 for sure.
