How to handle repeat cover letter?

I recently interviewed with a judge for a 2014 spot. I did not get the job but was informed that I was the judge's next choice and was encouraged to apply again ASAP for 2015.

How do I handle this in the cover letter? I am inclined to acknowledge the prior interview and say that I remain very excited about the prospect of clerking in the judge's chambers, etc... but then what? It seems weird to go on with my form cover letter because it is all so introductory (there is where I work... this is what I did in law school.. and so on).

Any thoughts?
