does anyone know anything about this ct?
is it looked upon like any other federal ct?

Unlike all of the other specialized courts, the judges are Article III judges. They focus in a very specialized area, but many of the judges sit by designation all the time. Restani, in particular, often hears cases in the 2nd Circuit and elsewhere. Other judges also will take a handful of "regular" cases from the SDNY/EDNY to help move things along.

I think as much as 25-50% of the work may be regular D Ct and COA cases from other courts.
