I would not operate under this assumption. Speaking from personal experience, in summer 2020 I had two interview offers come in on the Friday of week 2 of the plan—one federal district and one state supreme court. I don't think that is unusual. Granted, I would not get your hopes up either. Just that the judges who are not fighting to get the top 2–3% at HYS often work on a different timeline.
Ehhhhh, I mean, yeah, maybe SSC is moving a bit slower, but I would say that ~85% of the COA clerkships that hire on plan as well as like ~85% of SDNY, EDNY, DDC, EDVA, NDIL, D. Mass, the CA districts, and the TX districts will have sent their first rounds within the first week the plan opens.
There are way more federal districts than the ones you just listed, though, which I think goes back to the point about judges who are “not fighting to get the top 2-3% at HYS.”

So I agree that there are going to be judges who are moving slower. Unfortunately neither I nor anyone else can say exactly who, how many, or where. So while I don’t think people need to absolutely give up at this point, it is a crappy holding pattern to be in and obviously chances keep going down over time.
That's honestly fair! I think most those judges are hiring beyond the top of HYS and I was being a little nitpicky on that part. I also think that those districts are all sizable and make up a fairly significant portion of on plan hiring.

But agreed, there are a lot of other federal districts, but even still - judges are moving quickly in seemingly random districts in AZ, NV, OH, and IN.

Any thoughts on what to do if you have more than one outstanding/completed interviews and a judge gets back to you with an offer before you hear back from one who you prefer?

I might soon be in this predicament as well, so I'd love to hear more input, but the advice I got was that it is generally acceptable to ask for a day to think things over. It helps though if you have a good reason to ask for that time, such as fiance(e)/husband/wife/other long-term partner who would need to uproot their life for a year.

Courts don’t move as blocks, I know of EDNY interviews from Kovner and Komittee

Yeah, this list never gets updated quickly. I definitely wouldn't count on it for determining movement. Chris doesn't want to have to keep updating it (sighhhhh).

Pretty sure this is updated around once a year? Also, I doubt most people are notifying Chris of interviews... by June many 2Ls have the feeling she will not be helpful throughout the process. At least, I didn't notify.
