What’s the deal with COA judges (e.g. Ginsburg, Brennan, Nalbandian) posting to OSCAR the day *after* plan opens? Does that mean they’ve completed their hiring in a day - and are now putting their post up for next cycle? Or that they prefer to skip the beginning-of-plan rush for some reason? Or something else?
