I (1L) was told by a prof that most appellate judges (even FedSoc-y ones) on the 7th Circuit follow the Plan, and won't be taking applications until summer after 2L - is this generally true?

Kirsch is off-plan in the sense that he accepts application packets from Indiana schools before the plan opens up. Not sure if he looks at outside applicants before the plan officially starts.
