We normally wouldn't take it. It isn't whether it is published before a decision, it is about what relevance that article will play in the future. If it isn't going to be relevant 4 months after it passes, then there is little use in publishing it. Once the opinion comes out, the case relevance and what matters changes.

But that's my two cents. Granted, I would say try to crank it out and see if someone does pick it up.
