if there's a rule the prof never covers or puts in the syllabus, but you think it applies in an exam hypo, do you write it?
or does the prof not want you to stray outside of material covered in class?

I think this is going to depend on the professor, but it's obviously not going to be on his score card so it will at best be extra points. I have asked my professors this question and they have all given the same answer: if you have time and you've talked about everything else that you can think of then throw it in, it can't hurt you and it might get you extra points, but don't waste time discussing it and miss an issue that they had taken time to go over. Obviously ymmv and I would suggest talking to profs.

Yeah, I just think it's extremely rare that you're going to cover everything the prof expected you to cover, to the depth your prof wanted, and have time left over to add in extra stuff, which might not be what your prof agrees with, which you won't know because they didn't cover it.

Also, to be clear: if it's in the assigned reading but your prof didn't bring it up in class, that's fair game once you've hit the main points. I really mean stuff in supplements that your prof didn't assign.

Yeah this was really the message that came across. It was a well if you cover everything.
