does anybody have strong opinions re: hobbs act or RICO law?

If so, how would you argue one side of a debate on...anything relating to the above two things? Looking for a paper topic.

Here is an article that talks about RICO issues and concerns.

One argument is that the Fed is making criminal what should remain civil. (copyright stuff can put you in prison for RICO)
I see that in this article and recall it from a class on white collar crime.

RICO is good, but stretches the power of the FED which, well, history says is ....suspect.
