I can get the 2004 edition for $5 cheaper than the 2007 version (screw the newest version for $40 used) should I save myself 5 bucks or does the newer edition add anything substantial?

You're fine with an old edition of the K's E&E.
Civ Pro E&E is the way to go, but Richard Freer's Barbri lecture will give you all you need to know to get dat A in five hours' time.
