When is the time to apply for RA positions for the Fall?

Grow a pair and ask whoever you want to be a RA for. The sooner the better.

Ask now. While grades may be a factor in the RA selection process, mostly it is just interest in the field. Teachers hire whoever wants to work with them.

Agree. I just got hired to be a TA and she didn't even interview me because I've been slightly asking about it since April.

well I did ask in late May whether he had a summer RA and back then he said he did but to get back to him for the fall or spring. I guess I didn't want to seem like I was just pestering him for the position, since I have also been in email communication with him throughout the summer regarding other matters like courses, etc.

Any tips on how to cold email a professor that you haven't had/met before? Just explain why you're interested in their area and what they're working on now/if they'll have a fall RA? Attach a resume or wait until asked? Am I overthinking this or just being a pansy?
