Question: for the CAA I'm confused at how NSPS fits into the picture. Does it apply to both nonattainment and attainment areas? What's the difference between NSR and NSPS?
Edit: NSR seems to just be a PSD program. Is NSPS just the general distinction between new/modified and existing? So NSPS basically puts you into one of the more stringent categories of technology standards then?
