ALI owns it, and they don't give it away for free. But, it's on Lexis and Westlaw.

I had to go to Hein Online for the commentaries, and Hein Online is heinous. The commentaries are sometimes helpful though.

Fordham has a great PDF of selected provisions of it (which is probably all you need as a 1L).
