Yeah, while both opportunities are great, in general if firm life is your sought destination, the Forbes position would be more appealing. By in large however, I honestly don't think 1L summer positions help a ton in getting a firm job. I clerked for a judge, and in all of my firm interviews it seemed like a topic only mentioned out of formality. Even then, they didn't really care what I did, they just wanted to hear the most interesting cases I worked on. Point of all this? Go with the one you think you would get the most experience out of and enjoy doing the most. Your grades, school, and potentially favorable connections are going to determine whether you get a firm position. Just my opinion.

Navy jag shouldn't even be in the running against a company like that. Its a pretty large margin between the two... however, you'd probably have much easier and less work (ie more free time) with the navy.

Is it a fair assumption that a 1L summer job will help with getting a 2L summer job, which will help get a full time job?

In general, yes. However, if you have multiple options and already are in a position to get "a 1L summer job", it doesn't matter nearly as much which offer you take.

There are exceptions (taking PI over a firm is important if you want to do PI when you graduate, you typically do want to pick a highly prestigious job over a far less prestigious job without good reason, etc.) but once you're in the category of "oh that'll be a good experience" it honestly doesn't matter as much as people here seem to think.
