Civ Pro Venue Question - Diff between 1404(a) and 1404(b)

Can anyone tell me what the difference between 28 USC 1404(a) and 1404(b) is? It appears that 1404(a) refers to forum non-conveniens, but I'm not sure when/where to apply 1404(b). Thank you!
