What is law review?
Is it an honors program for the law school or some extra sort of club outside normal class for honors students?

It's an academic journal. Each school has its own law review. To be invited to join law review, students typically have to be in the top X students of the class (grade-wise) or be in the top Y participants of a school-wide writing competition. At most schools, 10-15% of each class will be invited to join law review, so it's basically the equivalent of "honors," except being on law review has a lot of work involved, since the law review's articles are selected and edited entirely by students.

It's the main thing besides the name of the school that will stand out on your resume. It's a signal to potential employers that you're one of the top students.
