Department of Homeland Security 1L internship

The DHS offers 1L's the chance to intern over their first summer, but the application window is from Aug. 16 -> Sept. 30. I am under the impression that 1L's cannot apply for anything before Dec. 1. Is there an exception for DHS, or does anyone know if they expect 1L's to apply in Dec. and this window is only in effect for 2L's?

That's a NALP guideline. Only NALP members (pretty much only Biglaw firms) are covered by their deadlines.

Career Services cannot give you advice before December. That does not mean you are prohibited from applying for internships/clerkships.
