I think you heard correctly. In the finance world, "commercial paper" refers to a highly liquid form of short-term corporate debt. In the legal world, it basically refers to checks. As you can imagine, the latter is not a very important subject in the modern economy.

The Dean at my school said she was pushing for the state bar to get rid of Commercial Paper on the bar so that students had more credits available for electives.
