You can probably just google up a Cornell Notes template and slap some appropriate tables in there. (I'm assuming ON does tables.)

I started with something like this, then in the main area created a table with rows for each element of the brief (or subtables for each if you prefer rows for sub items so everything lines up across the page) and columns for my version, the professors version or comments, and notes on that item.
There's a similarly built area for further discussion below (to distinguish questions and class discussion from professor's remarks/doctrine/cited authorities), and I also added a little bit of structure to the summary area.
My brief template doesn't have a cue column, and it has a header w/the case caption, party info, COA and synopsis. My lecture note template has the cue column but not all the brief header crap. The briefs are linked to/from the corresponding lecture notes.
I don't really do a full brief, it's more like an bullet item style that I fill as I read and then take out the extraneous crap.
I do this in DevonThink but it should be possible in OneNote.
