I think I see the miscommunication. Cali is just telling us not to worry about outrageous heating bills at Regents because no matter how much heat you use, the most you will have to pay is $70. I think Kili was thinking that they only allow you to use $70 worth of heat and was worried that more would be necessary in the cold winters.
