Does anyone know if Harvard and Columbia lets you apply to the dual degree program as a transfer?

I had been planning to do a JD/MBA at my 1L school. When I transferred to HLS, I asked about doing a dual-degree program there, and they told me that this was not an option. I could apply separately to HBS and do a consecutive degree (five years total, rather than four), but I could not do the dual degree. My understanding was that this is because Harvard allows only the law->business->split->split configuration for the four-year combined program, not law->law->business->split configuration that my 1L school would have allowed, and you wouldn't have time to get accepted to HBS for the second year after accepting the transfer to HLS.
