First, let me say I would not normally consider transferring. I am only considering a transfer to Harvard because my spouse was accepted to a PhD. program in Boston. I have partial GI Bill which would offset around $15,000 in tuition a year plus around an additional $15,000 in a housing stipend at Harvard. I do not know what level of need based aid I would qualify for. At my current school, I have a small scholarship that when combined with the GI Bill covers all my costs. So while I would definitely incur some debt, it likely wouldn't be as bad as most.
I finished first semester at my school with just shy of a 3.7, which I believe puts me around the top 15% of my class. Since we have gone Mandatory Pass/Fail, there is no chance of improving it or it going down. Looking at the 2019 509 report for Harvard, my GPA is below the 25th percentile for transfers. However, I noticed only 5 of their 43 transfers were from T-14 schools. Would I even be a competitive candidate if I did apply? Any insight is appreciated.

I think you would be competitive, but you're not quite in the range where you're a sure thing.
