What are my chances for transferring to a tier 1 (or even t14) school from a T4 unranked school? Near 4.0 and #2 in the class. Will my low LSAT (149) bring be down?
Would love to go to NYU, Columbia, Chicago, Cornell, Georgetown or even Fordham.

Your LSAT is irrelevant. Your current school will, however, affect your chances.
Look at 509 reports for your target schools and see if they've admitted anyone from your school (or at least a very similarly situated one). I would guess that you aren't going to have much of a shot at the T13, even if you maintain your class rank.

Definitely look at the ABA 509s for your target schools. It's worth noting that you have better chances transferring up from a TTTT to a higher-ranked school in the same city or region. If your TTTT is in NYC, you will have an okay shot at NYU and perhaps Columbia if your grades stay high. Fordham would only make sense if you need to make it to NYC from somewhere else and don't get into Columbia or NYU. Also, Georgetown takes a very large class of transfers, and a good portion of them come from a position like yours (high grades at low-ranked schools), and ditto with GW, which is even more accommodating to TTTT transfers. Whether transferring to a school outside the top 6 or so is worth it for you will depend on your career goals, the costs of each option, and whether you need to physically relocate to accomplish your goals.

This. The T13s that accept TTTTs will likely be regional dependent. And you got a good shot at GULC EA. I did EA to Georgetown -- and I am graduating this year. Didn't even bother applying anywhere else once I got in. I'd say your chances are high. I really can't say for sure if they look at LSAT though. I think you stand a very good chance at a majority of those schools. I am in a similar situation but at a Tier 3. Georgetown's average transfer ranking is between 83-87 depending on the year.
