Considering transfer from regional T2 to T1 - chances?

Hello,

I'm a rising 2L at a regional T2 school ranked in the 50's. I'm considering transferring to a variety of T1 schools, but I'm curious as to what my outlook is.

Don't have this semester's grades back yet, but I finished with a 3.3 (median) GPA for last semester. Assuming that I did slightly better, do I pose any chance of transferring into a school ranked in the 20's or 30's? (i.e. WUSTL, Notre Dame, IU-Bloomington, Boston U / College, just as examples).

I'm considering transferring because this school is in a city/state that I have no interest in practicing in, and the OCI is a joke. I'm currently paying about $20k/year in tuition after scholarship. My end-game is either to work at either a mid-size law firm or as in-house counsel in a major midwestern or east coast city (Chicago, Boston, Philly, DC, etc.) I'm also open to practicing in a Pacific Northwest city (Seattle/Portland). Hell, I'd even consider transferring to Colorado because I love the city of Denver; I just want to get out of where I'm at.

Thanks. These are actually the two schools that I'm prioritizing the most. I guess I'll just have to decide if paying sticker is worth the upgrade (if I can even get in, at all).
