From BC/BU, first semester GPA -- 3.71 : A, A, A-, B+
School doesn't provide mid-year ranking, but based on historical stats: 3.71 should be 15%ish.
What's my chance to get into Chicago ED? Also, would east coast schools be at a disadvantageous position comparing to midwest schools when transferring to Chicago? Say Illinois, Wash U, Notre Dame, Indiana, etc.?

I'd say you have a 50% shot. Definitely worth the app.
Edit: I got into Chicago ED from a T20 with similar grades. You have pretty much no chance if you don't do ED.
