Both schools have better general employment (minus school jobs) and big law + Fed clerkship numbers than GW, but GW puffs its stats with school jobs to stay high on USNWR. As a TT top 13% I'm not holding my breath for Penn and NU.
Are these schools worth transferring to for and extra 40k debt? How do transfers do at OCI there? I want to work big law.

OP, take my advice with a grain of salt as I myself am transferring this year to BU/BC so I have not been through the process.
I am not sure that leaving your TT at top 10 percent or whatever is worth the extra debt. I do not know what the big law number are at your current school or where you want to practice, but I know that BU/BC generally places about a third of the class into larger firms/clerkships.
My situation is a bit different from yours, I am at a T4, top 1 percent, but I want to practice in Boston. From what I have gathered talking to students who have been through the process and transfers overall... If you had a shot at your previous school, then the odds are about the same, with the caveat that you might have more access to employers that were not at your previous schools OCI. For example, at my previous school, only about 15 firms participated in OCI. At BU/BC, there are about 40 to 50.
Other more experienced people can chip in, but hope that helps a bit.
