Anonymous Posting
Anonymous posting is only available to the creator of each thread. The anonymous posting feature is intended to permit the solicitation of anonymous advice regarding the transfer application process, chances of being accepted, etc. Unacceptable uses include: testing the feature, questions which are clearly fake or hypothetical in nature, harassing other users, etc. Posters should also read and understand the announcements posted at the top of the Transfers forum prior to using the anonymous feature.
Failure to follow these rules will get you outed, warned, or banned.

Sending class rank
My applications are already complete and under review at many schools I have applied to, but I just received my class rank this week. I am in the top 2% and I don't really think it will help/hurt to tell them my rank because my GPA is just shy of a 4.0.
Do I need to send it to the schools? I am concerned this might delay the reviewing process.

Most schools require it and it's typically what they base their decision on.

Okay thanks! Does it need to come from my school or can I just send them an email with the information?

I don't know. My plan is to email them it so they have it ahead of time and have my school confirm (with a letter or email). I'd expect you have to have your school confirm it. The dean's cert your current school sent may have included it.

Unfortunately it wasn't available when the cert was sent a few weeks back.
I just feel like I'm not sure what sending in the rank adds at this point...especially if my file is already complete.

Send it. They don't know your school' grading scale. If you're at one of those schools where the gpa goes up to 4.33 or the curve is a 3.4, a 4.0 becomes significantly less impressive. Your class rank will inform them that this is not the case.
