Coming from someone with the same GPA but from an upper T2 and who probably couldn't get in to HLS, if you don't at least apply, you're an idiot.

I transferred (Not to HLS), so I'm biased. Transfer is the correct answer.
What are you interested in doing? BigLaw, PI, clerkship? (clerkship would be for a year after you graduate, because as an xfer you can't apply until summer of 2L)
Your answer to the above question shouldn't change your transfer calculus. (Not everyone here will agree)

The important question: do you have a scholarship at your current school? If so, is there any chance you can increase it? Are you otherwise not going to be responsible for paying sticker at HLS (viz. your parents will pay)?
Depending on the answers to the above questions, I'd think hard about whether the marginal improvements in options you will have going from being a top 5% or 10% (or higher?) student at a T20 to a transfer student at HLS are worth taking on two years of HLS at sticker. Can you clearly articulate why being a top student at your T20 can't get you where you want go while HLS is far more likely to open that door? Is that worth the debt?

I would have to disagree. There's no rule that says transfers can't apply until after 2L. Sure, you'll be a bit behind waiting until after 1st semester of 2L for grades and a LOR from a prof, but there are plenty of judges who want to see three semesters of grades, and many who want to see two full years (admittedly, these a much more frequently D.Ct. judges and not CoA). This is nonsense. I'm a transfer who locked down a clerkship at my new school before a single grade came in. A bunch of my transfer friends had the same experience. My mistake. I only looked at the DC circuit and they all needed 4 semesters and are hiring for 2017. Assumed that was standard.
