Aloha!
First off, thank you in advance for the advice. I've read through the helpful "Transfer FAQ" and I still have some questions. I currently attend Creighton and i'm looking to transfer into a T1 or T14 school on the west coast. I'm currently targeting Stanford(a prayer I know, but I need to try), Berkley, UCLA, U Washington, and the University of Hawaii (regional purposes). I am currently in the top 5% with a 3.89 after the first semester, and I have no idea what type of chances I have? Also is it bad form to try and use transferring as leverage to negotiate a possible full-ride scholarship from my current school? Again, I appreciate any insight or suggestions.

UCLA abs Washington are your best bets! I'm on the edge about Berkeley, but it's definitely doable. Stanford probably not, but if you can do even better this semester then it's worth a shot.

Definitely not bad form to try and negotiate a scholarship to stay where you are, if that's really what you want to do. Just be aware that not all schools actually do negotiate; the TTT I transferred out of had a firm no negotiation policy.
