Late Transfer App Deadlines: more promising?

In the realm of schools I'm applying to, some had very early transfer deadlines whole some don't have app deadlines until August. Is it safe to say that the schools with later deadlines are more willing to take in transfers/have more room for them?

no. look at their transfer class size to see which schools "have more room for them"
