Totally possible, but I wouldn't give up your scholarship for it unless it's extremely serious. And even then it's less than 16 months of long distance (with an easy weekend commute to visit each other, if you're at Penn). Very doable. I wouldn't transfer.

How much $ are you giving up? Keep in mind that in addition to scholarship money you are going to be paying a lot more in cost of living. NYU lists its room and board estimate $7k higher than UVa (which seems low to me). Not to mention all the other ways that NYC is more expensive than little ol' Cville. For 2 years you could easily be looking at $20k difference in cost of living.
Add that in with your scholarship money and decide if it's worth applying. Others can speak more intelligently to your chances of actually gaining admission.

I would be giving up $$$ and might be harming my relationship with some professors (by asking them to write me transfer letters, rather than asking to work on a paper with them, asking for clerkship letters, etc)
On the upside, id be with my s/o. Chances in biglaw might be slightly improved (not the chances of landing it, but getting certain firms, depending upon how they look at transfers). Chances at clerkships? Hard to say

fwiw you're pretty behind the game now for CLS/ NYU. I say that confidently because it seems you haven't asked professors for LORS yet.
