Heard that some people were being offered Skype interviews. Does anyone know whether that's a good sign or not?

Congrats. Did they hint at how far along they were in making decisions?

the interviewer told me that they are making decisions as they review applications and that they are going as fast as possible. the school wants as many transfer students to participate in their EIW as possible... the bid deadline for EIW is coming up

They probably assume you'll be heading elsewhere (because of your high rank) and are hesitant to waste a space to someone who's most likely not going to attend.
