So I don't know much about transfer specific things but I'll tell you what I know.
(1) unsure
(2) I have not heard of a city being more transfer friendly than another. DC is harder to crack than NY so I could see that -maybe- if a firm is going to care about whether you transferred it would be a firm outside of NY.
(3) A month or two out will be fine. You won't be able to stay in Jeffersonian but as a 2L you probably wouldn't want to anyways. Ivy will probably never be filled up (like, again) because the Pavillion is in town now (though I have no data except for a single anecdote) and a lot of 2Ls live in Ivy so you probably will want to just check there. Pavilion is expensive so I think it fills up a little slower so check there. And then you still may be able to find a random apt on Arlington (across from Pavillion) though that may be a little harder just because there are less units.
(4) this is just a guess, but I think transfers can try the write on? The competition was a few months ago but we don't find out for like 2 months probably. I feel like they wait so they can grade transfers too, but I'm not sure. Also when people leave a journal that obviously opens up spots on the other journal, whether they then allow people to "walk on" or even have a special system for transfers I am not sure.
